As a long-time player of this captivating game, I must say that Rumani is indeed a character with unique qualities that set her apart from others in the arena. Her ability to generate Burst at an impressive rate and sustain herself as a tank are truly noteworthy.


Rumani is a good choice for beginners as a starting Commander because she can generate burst effectively, provide decent buffs, and even sustain against most bosses on her own. New players might find it challenging to find all these abilities in a single Commander, but Rumani does an adequate job until better options become available.

Normal ATK information

In simpler terms, the weapon called Rumani is a rapid-fire rocket launcher that benefits from clip reloading over traditional full reloading. This feature significantly increases the rate of “burst generation” compared to standard rocket launchers. This aspect proves crucial in both campaign and player versus player (PvP) battles.

Skill 1: Muscle Up

Triggers during a full charge attack, boosting your own maximum health by 3.04% up to five times and lasting for 2 seconds.

In simpler terms, Rumani can increase her maximum health and recover the same amount each time she unleashes a full-charge attack, up to five times. However, after using these healing stacks, the Commander must wait for them to dissipate before Rumani can heal again. Fortunately, Rumani’s reload animation is lengthy enough that her stacks are typically reset during this period, unless she is paired with units that boost her reload speed or other Nikkes who provide ammo buffers or refills.

Instead of teaming her up with the Bastion Cube and others during auto-control, consider using the Resilience Cube instead. The Resilience Cube is acceptable, but it doesn’t give enough reload speed to maintain stack levels.

Rumani’s Taunt is not full-screen and only affects targets hit by it.

Skill 2: Muscle Time

Triggers after striking an enemy’s components five times. Boosts all allies’ health by 10.05% for 5 seconds. (Damage to Parts: Increases by 10.05% for 5 seconds)

A rather specific and feeble boost applies to certain components of the boss, identified by their health meters (such as wings, feet, drills, etc.). However, cores are only considered components if they can be broken.

Burst: Almighty Muscle

Boosts one’s own maximum health by 15.13% for a duration of 10 seconds.

Two things to keep note of with Rumani’s Burst.

In simpler terms, Rumani’s burst has no impact on the burst abilities of characters such as Maxwell, Snow White, Red Hood, and others who use Final Attack % modifiers for their burst. However, it seems to work on Alice. It theoretically should affect Red Hood and others because it alters their normal attack modifiers, which are based on Normal Attack %, but it doesn’t. It’s unclear whether this is a bug or if it’s functioning as intended.

Fortunately, this bonus is unique and comes with its distinct damage enhancement range. As a result, existing bonuses lessen its effectiveness. Regardless of any additional buffs given to the team, it will always provide a genuine 10% boost in DPS for normal attacks.

(Tested with ATK damage up, Damage debuff taken, ATK, Elemental damage boost, etc etc)

To effectively utilize the damage reduction buff from Skill 1, it’s crucial to ensure that the Stacks are completely filled during a burst proc. A clear visual cue will signal when the Stacks are fully loaded.

Campaign

For individuals dealing with Dolla teams or those lacking burst generation capabilities, Rumani can be a suitable pick. However, Commanders generally find it more beneficial to use any Burst I CDR and have a character for debuffing/buffering burst II instead, if available. In the current meta, not having any CDR can still work effectively when managing rapture waves correctly; thus, Rumani’s value becomes somewhat diminished.

Generalist team

In the Burst III slot, burst generals like Alice and Red Hood are no longer required since Rumani can now handle that function effectively. However, commanders should still utilize them if they possess them as they inflict significant damage. This change mainly benefits commanders who don’t have these generals when using Dolla teams, making gameplay more convenient for them.

Arena

Despite not being extremely durable, Rumani excels as a defensive character, making her a suitable choice to utilize Biscuit’s passive ability. Moreover, Rumani is fourth among all characters in generating burst power within the game.

Special Interception | Solo Raid | Union Raid

Rumani won’t see any use in top solo raid/union raid at all. However, she’s certainly viable for Commanders who don’t have full Nikke rosters. She should be tanky enough and have enough self-sustain to solo tank most bosses. Unfortunately, this forces a burst II CDR, which is currently only Dolla and Helm: Aquamarine. They’re not bad by any means but meta burst II’s usually have very oppressive offensive buffs which Dolla and Rumani teams simply do not provide enough. Since Rumani is a tank/buffer, she does not have teams she excels in. Simply slot her in teams that need a sustain.

Strengths

  • 4th highest burst generation in the game
  • Rare Dolla team Cope
  • Completely Unique Damage multiplier Buff (No other buff currently dilutes it)
  • Can out-sustain most bosses as a tank/taunter as a 20s CD Nikke, which does give her a situational edge against other tank-like Nikkes (Noise, Moran)
  • Not anniversary bait (yippe)

Weaknesses

  • Base kit gives too little, Burst I slot is too competitive and is favored to be a Cool down reduction slot in campaign/bossing
  • Should work out her buffs.

Should you Pull?

Despite her exceptional skills in Player versus Player (PvP), the Champions arena hasn’t been officially announced yet, and the anniversary is just around the corner.
