This review proposes an Agentic AI-RAN architecture utilizing goal-driven agents, reinforcement learning, and digital twins to achieve intent-driven control, self-management, and efficient network slicing.
While Open RAN (O-RAN) promises increased flexibility and control, managing its complexity for multi-tenant, multi-objective networks remains a significant challenge. This article, ‘Agentic AI-RAN: Enabling Intent-Driven, Explainable and Self-Evolving Open RAN Intelligence’, introduces a novel framework leveraging agentic AI-systems with explicit planning, memory, and self-management-to orchestrate O-RAN intelligence. Demonstrating improvements in network slice lifecycle and radio resource management through simulation, this approach achieves an average 8.83% reduction in resource usage across classic network slices. Could this paradigm shift towards agentic control unlock truly autonomous and adaptable future RANs?
The Inevitable Shift: Beyond Static RAN Configurations
Conventional Radio Access Networks have historically operated on predetermined settings, proving increasingly inadequate in the face of fluctuating demands. These systems, built on static configurations, struggle to efficiently manage resources when traffic patterns shift-consider the surge in data usage during peak hours or at large events. This inflexibility manifests as degraded service for users experiencing slower speeds, dropped connections, and overall diminished quality of experience. While designed for predictable network loads, modern usage is anything but, necessitating a move beyond these rigid structures to accommodate the dynamic and often unpredictable nature of contemporary wireless communication needs.
Static configurations within traditional Radio Access Networks frequently result in inefficient resource allocation, directly impacting the end-user experience. When network resources – such as bandwidth and processing power – aren’t dynamically adjusted to meet fluctuating demands, users encounter issues like slower data speeds, increased latency, and dropped connections. This suboptimal allocation isn’t merely a technical inconvenience; it translates to a degraded quality of experience, manifesting as buffering during video streams, lag in online gaming, and frustrating delays in critical applications. Consequently, a rigid network infrastructure struggles to deliver consistent performance, especially during peak hours or in areas with high user density, highlighting the need for more responsive and intelligent control mechanisms.
The advent of Open RAN, while promising a more flexible and vendor-agnostic network architecture, fundamentally necessitates advanced intelligent control systems to move beyond its theoretical benefits. Simply disaggregating the hardware and software components isn’t enough; realizing the full potential of Open RAN requires dynamic resource orchestration, predictive network analytics, and automated optimization. These intelligent controls must effectively manage the increased complexity introduced by multi-vendor environments, proactively adapt to fluctuating traffic demands, and ensure seamless handover between different radio access technologies. Without such mechanisms, Open RAN risks becoming a collection of interoperable, yet uncoordinated, components, failing to deliver the improved performance, scalability, and cost-efficiency it promises. The challenge, therefore, lies in developing and deploying AI-driven control planes capable of autonomously learning, adapting, and optimizing the network in real-time, transforming Open RAN from a hopeful vision into a tangible reality.
Agentic Intelligence: A New Paradigm for Network Control
Agentic AI within the Open Radio Access Network (O-RAN) framework conceptualizes network control entities not as passive executors of pre-defined rules, but as autonomous agents driven by high-level goals. This includes resource allocation, power control, and interference management, all without manual intervention. Adaptation to changing conditions is achieved through continuous monitoring of key performance indicators (KPIs) – such as throughput, latency, and signal quality – and subsequent modification of operational strategies. The system proactively anticipates network demands based on historical data and current usage patterns, allowing for preemptive adjustments that maintain service levels during peak hours or in response to unforeseen events like device density increases or mobility shifts. This contrasts with traditional optimization techniques that require predefined thresholds or scheduled maintenance.

O-RAN as Foundation: Building Blocks for Agentic Control
The O-RAN architecture utilizes the Near-Real Time (Near-RT) and Non-Real Time (Non-RT) Radio Intelligent Controllers (RICs) as the fundamental infrastructure for deploying agentic AI applications, specifically Radio Applications (rApps) and non-Radio Applications (xApps). The Near-RT RIC provides a platform for hosting rApps requiring low-latency control of the Radio Access Network (RAN), processing data within 10 milliseconds to enable real-time optimizations. Conversely, the Non-RT RIC supports xApps that perform more complex analytics and policy-based control, operating on a timescale of seconds to hours and utilizing a broader data set. Both RICs offer standardized interfaces and a common framework for application deployment, allowing operators to introduce AI-driven functionalities without modifying the underlying RAN hardware or software.
The O-RAN architecture leverages standardized interfaces, specifically A1 and E2, to facilitate communication between agentic AI applications – xApps and rApps – and the Radio Access Network (RAN). The A1 interface allows xApps to communicate with the Near-Real-Time Radio Intelligent Controller (Near-RT RIC), providing policy recommendations and triggering actions. Conversely, the E2 interface enables the Near-RT RIC to directly control and configure the RAN’s distributed units (DUs) and radio units (RUs), adjusting parameters like transmit power and resource allocation. These interfaces are defined using a RESTful API with JSON encoding, ensuring interoperability between different vendors’ RAN equipment and AI controllers. This standardization is crucial for enabling a disaggregated and open RAN environment, allowing for flexible deployment and innovation in network optimization and automation.
The O-RAN architecture distinctly separates policy orchestration from real-time control. The Service Management and Orchestration (SMO) layer, in conjunction with the Non-Real-Time (Non-RT) RIC, is responsible for high-level policy definition and management, including tasks like network slicing, resource allocation, and quality of service (QoS) control, operating on timescales of seconds to minutes. Conversely, the Near-RT RIC executes these policies through fast, closed-loop control actions, responding to radio access network (RAN) conditions within tens of milliseconds. This separation allows the Non-RT RIC to analyze data and formulate policies, which are then implemented by the Near-RT RIC via standardized interfaces like the E2 interface, enabling dynamic and automated RAN optimization.
The Promise of Adaptation: Reinforcement Learning and Digital Twins
Agentic artificial intelligence relies on sophisticated learning algorithms to navigate complex environments and achieve desired outcomes, and reinforcement learning – along with its advanced forms – serves as a cornerstone of this capability. Through trial and error, these algorithms enable an AI to develop optimal control policies, essentially learning how to act within a given system to maximize rewards. Multi-Agent Reinforcement Learning extends this by allowing multiple AI agents to learn collaboratively, crucial for managing intricate networks, while Deep Q-Learning utilizes deep neural networks to approximate the optimal actions, even in scenarios with vast state spaces. This iterative process of action, evaluation, and adaptation allows the AI to refine its strategies, becoming increasingly proficient at managing resources, predicting network behavior, and ultimately, optimizing performance without explicit programming for every possible situation.
Digital Twin Radio Access Networks (RANs) are rapidly becoming essential tools for developing and deploying artificial intelligence in telecommunications. These platforms construct highly accurate, virtual replicas of a live network – encompassing everything from radio units and base stations to core network elements and user equipment. This virtualization provides a safe and cost-effective environment for training AI models, particularly reinforcement learning agents, without risking disruption to live services. Instead of experimenting directly on a functioning network, algorithms can explore countless scenarios and optimize control policies within the digital twin, accelerating development cycles and dramatically reducing the potential for costly errors. The fidelity of these twins allows for robust validation of AI performance under diverse and realistic conditions, ensuring that improvements translate seamlessly to the live network and fostering continuous adaptation to changing demands.
The synergy between reinforcement learning and digital twin technology fosters a system of continuous improvement for network management. By leveraging a virtual replica of the radio access network, artificial intelligence agents can safely experiment with and refine control policies without disrupting live services. This iterative process of learning and adaptation directly translates to enhanced network performance and robustness; recent trials have demonstrated an average reduction of 8.83% in resource utilization across three established network slices. This capability signifies a move beyond static network configurations, enabling a dynamic, self-optimizing infrastructure that responds effectively to fluctuating demands and unforeseen challenges, ultimately paving the way for more efficient and resilient communication networks.

The framework’s emphasis on self-evolving intelligence and lifecycle management implicitly accepts that configurations are not static endpoints, but rather transient phases within a continuous flow. This aligns with the observation that ‘the most potent weapon is time.’ G.H. Hardy, a mathematician who deeply understood the interplay of complexity and change, noted this elegantly. The system’s ability to adapt-to learn from past states and proactively adjust-is not about achieving perpetual stability, but about navigating the inevitable decay with increasing grace, minimizing latency as each request pays the tax of time’s passage. The goal isn’t to prevent change, but to manage its effects effectively.
What Lies Ahead?
The Agentic AI-RAN framework, as presented, represents a predictable acceleration. Any improvement ages faster than expected; the initial gains in network slice lifecycle management and resource efficiency will inevitably diminish as complexity accrues. The very plasticity that defines agentic systems also introduces new vectors for entropy. A key limitation lies in the fidelity of the digital twin; its ability to accurately model a dynamic, heterogeneous RAN will be constantly challenged by real-world deviations.
Future work must address the inherent trade-off between autonomy and predictability. Explicit planning, while valuable, consumes resources and introduces latency. The system’s memory – its capacity to learn from past states – is finite, and therefore selective. The selection criteria itself becomes a critical point of failure. A more fundamental challenge involves defining ‘intent’ with sufficient granularity to avoid unintended consequences.
Ultimately, the pursuit of self-evolving networks is a journey back along the arrow of time – an attempt to anticipate and mitigate the inevitable decay. Rollback is not merely a technical function; it is a philosophical necessity. The true metric of success will not be the initial performance gains, but the system’s ability to gracefully navigate its own obsolescence.
