Previously, the director clarified that even though The Penguin series takes place immediately following the first movie, there was a reason given as to why Batman chose not to intervene in the storyline.

[Batman is] dealing with the consequences of all that transpired, and to a certain extent, he holds himself responsible for it,” he noted.
