They are apparently looking for individuals whose names might have caught their attention and could lead to arrest upon arrival.

Guobadia explained that in this system, upon arrest, there’s typically not an immediate opportunity to make a call. Instead, it might take some time, even several days, before one can finally contact their family.
At the detention center, he was told that there were individuals who recognized him as a famous figure. Consequently, he was being placed under protective care.
Guobadia stated that he was led to a place known as “segregation,” where he was provided with his own cell. Notably, he was granted the option to either remain isolated or choose to reside among the general populace.
