As Terry (played by Aaron Pierre, replacing John Boyega) prepares to bail out his cousin Mike in the quaint town of Shelby Springs, he is unexpectedly stopped by the police who confiscate his funds, even without any evidence suggesting illegal activities on his part.

In a turn of events, Terry strives to recover his funds, but encounters resistance from Chief Sandy Burnne (Don Johnson), who asserts that the actions of his officers were lawful. With Mike’s predicament hanging in the balance and needing bail, Terry unexpectedly finds support from court clerk Summer (AnnaSophia Robb).

It becomes clear that Terry’s situation wasn’t an isolated event, instead, they stumble upon a deep-seated conspiracy within Shelby Springs. However, the specifics of what’s occurring and the way Mike became entangled in it remain unclear.

It turns out that Mike ends up in a tragic situation after the Chief promotes Mike’s transfer ahead of schedule and denies Terry’s offer to provide $10,000 for bail while retaining the remaining funds with the police. In prison, Mike is viciously attacked and, upon realizing his mistake, the Chief returns the money and allows Terry to depart from town.

Mike, along with multiple others, has been detained without being officially indicted for approximately 90 days over the last two years in Shelby Springs. The arrests weren’t linked to crimes that typically result in imprisonment.

Summer seeks Terry’s assistance in unraveling mysterious arrests, but Terry prefers leaving town. However, things change when Summer faces threats aimed at deterring her investigation. Corrupt police officers drug her, jeopardizing her career and custody rights over her daughter, in addition to the ongoing investigation.

In Shelby Springs, the Chief isn’t involved in anything unlawful. The story of Rebel Ridge is purely fictional, not derived from any real-life events. However, Civil Asset Forfeiture is a genuine issue in the realm of anti-drug legislation. This policy allows law enforcement to confiscate property from individuals under suspicion of illegal activity, even without concrete evidence, serving as a loophole within these regulations.

The incident involving Mike is the cause for Terry and Summer being under scrutiny, because the video evidence from his arrest could have sparked a legal action against the department, which the Chief was determined to avoid.

Two years ago, the Chief was involved in a wrongful death lawsuit due to an illegal search that almost drove the town into financial ruin. He was granted a year to reform and update the department, but in truth, this was a tactic by the judge to push out the Chief and transfer the police contract to the state.

Instead, the Chief chose to pursue a different path by generating a steady income stream from civil asset forfeiture. The funds derived were not just used for the upkeep of the department, but also served to cover the town’s salary expenses, infrastructure projects, and various other needs.

To uncover the corrupt activities within the Shelby Springs police department, Terry and Summer decide to secretly obtain the dashcam footage hidden in the courthouse. After locating the SD cards, Summer gets apprehended by Officer Lann (Emory Cohen) during their break-in attempt.

The following day, Terry organizes an arrangement that unfortunately turns sour when he assumes Officer Sims is Summer’s police acquaintance. This misunderstanding leads to Sims confiscating the SD cards and pointing a gun at Terry. However, Officer Marston steps in to reveal himself as Summer’s true friend.

Due to being wounded in the leg, he’s unable to move freely, but Terry successfully guides him to a safe place. Marston instructs him to turn on the dashboard camera since it would record the events that took place three minutes prior to activation, thereby revealing the Chief and his dishonest subordinates for tampering with evidence, among other misdeeds.

In a different phrasing: Terry, Summer, and Marston flee using a patrol car, but they narrowly avoid pursuit when Sims intervenes dramatically by crashing into the Chief’s vehicle. They ultimately arrive at a hospital, and in the closing scene, Terry retrieves the dashcam footage from their getaway car.

It remains uncertain if he will exploit it to bring down the Chief and secure justice for Mike, but there’s reason to be optimistic that the Chief may not be able to evade this situation this time.
