Philippine gaming regulator calls for stricter iGaming rules, not an outright ban

In response to Filipino legislators considering a ban on internet gambling within the nation, PAGCOR’s chairperson, Alejandro Tengco, advocated for tighter regulations on online gaming activities instead.

At the Light & Wonder iGaming Symposium held at Newport World Resorts, Pasay City, Tengco voiced his opposition to a proposed ban on online gambling in the Philippines. He reasoned that such a ban might compel Filipino gamblers to engage with unregulated, illicit operators instead.

Tengco stated that while we advocate for stronger regulations to safeguard our population, we oppose an all-out prohibition. Such a move could push operators towards the shadows, potentially leading to revenue and job losses.

Moreover, Tengco discussed the ongoing improvements within the corporation he leads, which include selling off their casino properties to transform into a strict regulator, strengthening surveillance mechanisms for users, and establishing a constant-operation gambling hotline for support.

Banning online gambling versus stricter iGaming rules in the Philippines

Recently, Tengo made his comment during discussions about bills submitted in both the Philippine Senate and House of Representatives. For instance, Senator Juan Miguel Zubiri introduced a bill aimed at prohibiting online gambling, likening it to a covert epidemic that poses threats not only to adults but also to young people and those susceptible to gambling addictions.

Representative Chel Diokno from Akbayan party-list proposed legislation aimed at restricting internet gambling. The suggested measures include:

1. Imposing a 10% tax on online gaming operators (iGaming) as a deterrent.
2. Banning most advertisements related to iGaming to minimize exposure.
3. Prohibiting the use of e-wallets for funding online bets, thereby reducing accessibility.

In the midst of debate and controversy over the iGaming sector in the Philippines, it’s worth noting that the event at which Tengco spoke was organized by Light & Wonder – a local iGaming content provider approved by PAGCOR, the nation’s gaming regulator. Notably, they are preparing to release 50 new online games in the near future.
