Marvel Studios plans to revisit the conflict of heroes versus heroes, similar to what fans saw in the 2016 film Captain America: Civil War, in a future show. That movie famously pitted Captain America and Iron Man against each other, splitting the Avengers team. Now, ten years later, Marvel will explore a comparable storyline in Season 2 of Daredevil: Born Again.
The central issue in Captain America: Civil War revolved around the Sokovia Accords. These were created by the government because people worried the Avengers weren’t being properly supervised, and their actions were causing unintended damage. The Accords would have required individuals with superpowers to register with the government, be monitored, and be legally responsible for what they did.
The Avengers split over the Sokovia Accords. Tony Stark thought they should sign the agreements and accept responsibility for their actions, but Steve Rogers believed the government shouldn’t control when or how the Avengers intervened. Because the Accords required compliance or retirement, Captain America and his allies became fugitives after refusing to sign.
The upcoming season of Daredevil: Born Again will tackle a theme similar to the Civil War storyline, focusing on Wilson Fisk’s “Safer Streets Initiative.” This initiative is essentially a ban on all vigilante activity, and Fisk enforces it by imposing martial law. Unlike the Civil War story, which suggested heroes should be regulated and held accountable, Fisk’s plan goes much further – it completely outlaws vigilantes. While Civil War presented heroes with a choice, Daredevil: Born Again will force this new reality upon them.
Both stories share a common thread: in both the Sokovia Accords (from Civil War) and the Safer Streets Initiative (Daredevil: Born Again), heroes find themselves targeted by the government. While Civil War pitted heroes against each other, Born Again seems to be driving them to unite as they try to evade Fisk’s task force.

According to producer Sana Amanat, the new season of Daredevil: Born Again will see Matt Murdock forming a team of vigilantes. Meanwhile, Wilson Fisk will be actively working to suppress masked heroes, sharply dividing the city. Amanat also shared that Season 2 will be a challenging time for Fisk, forcing him to confront the implications of finally achieving his goals.
Sana Amanat asks: If someone like Kingpin gets everything they desire, is it truly satisfying? When you give an endlessly greedy person their greatest prize, does it fulfill them, or do they end up destroying what they cherish most?
The new Safer Streets Initiative is causing a major shake-up in the superhero world, similar to the Sokovia Accords in the movie Captain America: Civil War. It affects all heroes and vigilantes working in New York City, making them reconsider what they believe is right and wrong.
During a panel at New York Comic Con, Charlie Cox explained that things have drastically changed for his character, Matt Murdock, and for superheroes overall. He noted that the Safer Streets Initiative has shifted public opinion, leading to vigilantes now being widely seen as villains due to negative publicity.
Charlie Cox notes that the environment has become much more difficult for his character, Matt Murdock, and for superheroes overall. It’s a more frightening time for those attempting to be good people, as they’re often unfairly targeted and misrepresented by widespread misinformation.
A major conflict in Captain America: Civil War arose from how the public viewed superheroes. Thaddeus Ross informed the Avengers that opinions were sharply divided, creating a significant problem.
As a lifelong moviegoer, I always found that scene really captured the complicated position the Avengers were in. Secretary Ross basically laid it all out: everyone knows they saved the world countless times, putting themselves in harm’s way for all of us. But he also pointed out that not everyone sees them as heroes. Some people, the authorities especially, prefer to label them as vigilantes – taking the law into their own hands, which, fair enough, is kind of what they did, even if it was for the greater good. It’s a great setup for the conflict to come, showing how even after all they’ve done, they’re still viewed with suspicion by certain powers.
In the second season of Daredevil: Born Again, our heroes will face a new challenge: winning back public trust. Daredevil and his allies, including Jessica Jones, will need to prove they’re still forces for good after a shift in public opinion.
I’m so excited for the new Daredevil: Born Again season! It’s bringing back Charlie Cox as Daredevil, along with Krysten Ritter, Vincent D’Onofrio, and Deborah Ann Woll – basically the whole crew we loved from the original Netflix series and The Defenders. It’s like a continuation of everything we already know and love, and it’s hitting Disney+ in March 2026. I can’t wait!
Will Daredevil’s Safer Streets Initiative Lead to Civil War-like Split?

Considering the parallels between the Sokovia Accords from Captain America: Civil War and the Safer Streets Initiative, it looks like Daredevil: Born Again is taking a similar story path. The question is, will this lead to the same kind of conflict and split among its heroes?
The Safer Streets Initiative is a strict law that aims to stop all superhero work, even with force. While a few heroes might choose to retire because of it, the law’s origin – the notoriously corrupt Wilson Fisk – will likely unite the vigilantes. Instead of turning on each other, they’ll probably band together to oppose Fisk and his initiative.
The upcoming series Daredevil: Born Again already shows heroes teaming up, and we can expect to see more collaboration. While Jessica Jones is already on board, Matt Murdock might face pushback from other vigilantes as he tries to build his team. Some may be afraid to oppose Wilson Fisk, while others might simply disagree with Murdock’s approach.
