He shares that they’ve discovered an ancient being beneath Derry which can cause intense fear in anyone it encounters. Seeing this as a potential advantage in the Cold War, General Shaw wants to find a way to control the entity and use its power as a weapon against other countries.
Operation Precept feels eerily similar to the plot of Stephen King’s The Mist. Like the secret Project Arrowhead in that story, it involves military experiments aimed at opening a gateway to another dimension. While the 2007 film adaptation doesn’t explain the project in detail, the original story suggests the military was trying to develop a powerful new weapon.
Both Operation Precept and the Project Arrowhead storyline in The Mist share a common flaw: reckless military ambition. In each case, the pursuit of a new weapon led to officials ignoring the safety of ordinary people, with devastating results, as depicted in The Mist.
The trailer for IT: Welcome to Derry includes a scene where a dense fog rolls into town, probably right after Pennywise is discovered by the military. This fog is featured in another scene where a character is pulled into it by something wrapping around their leg – a moment that strongly recalls a frightening scene from the 2007 film The Mist.

Given the strong similarities between the Operation Precept storyline in IT: Welcome to Derry and Project Arrowhead from The Mist, it appears the HBO series is rewriting the events of The Mist. By utilizing the central frightening element of The Mist, IT: Welcome to Derry will likely explore the various ways Pennywise creates terror in the town of Derry.
This change to the story feels like a smart decision, as no other TV adaptation of Stephen King’s work has done anything quite like it before. It cleverly links two of his stories together, and importantly, makes sure the new series, IT: Welcome to Derry, feels like a natural and fitting continuation of the original IT.
