
The story is reaching its epic conclusion, and most of the key conflicts and enemies have been revealed. We now know all the villains Luffy and his crew need to overcome, and we have a good understanding of how powerful each one is compared to the others.
Generally, there are still many enemies in One Piece that need to be defeated. However, most of them – like Admirals Kizaru and Ryokugyu, most of Blackbeard’s crew, and the God’s Knights – aren’t strong enough to challenge the Straw Hats right now and simply work for more powerful villains. The real threats – the truly powerful Marines, Emperors, and Celestial Dragons – are the ones calling the shots and have the strength to give Luffy and Zoro a real fight.
Koby Has Made It His Mission to Use Garp’s Training to Defeat Luffy
Koby received rigorous training from Monkey D. Garp, making him strong, quick, and dedicated to justice. However, he’s also a bit naive and shares some of his mentor’s flawed thinking. This leads him to mistakenly believe he needs to stop Luffy from achieving his dream of becoming Pirate King, as he thinks the current flawed world system can be fixed from within rather than completely overhauled.
Koby doesn’t have the power of a Devil Fruit, but he’s an incredibly talented fighter in the world of One Piece. In just over three years, he’s gone from being unable to defeat even a basic opponent to becoming a skilled Marine Captain who’s mastered six powerful techniques and two types of Haki.
Koby isn’t as strong as the other big villains right now, but he’s improving quickly, and that could change everything. He might be a serious threat by the time we see him again.
Dracule Mihawk Has Been Roronoa Zoro’s Ultimate Opponent Since the Beginning
Dracule “Hawkeye” Mihawk was established early on as the world’s greatest swordsman and a key figure in Zoro’s journey. Even before his first appearance, fans understood he represented the ultimate goal Zoro needed to reach to complete his character arc. Decades later, his reputation as the strongest continues to be confirmed, and fans are still waiting to see his full power unleashed.
Mihawk is incredibly powerful, skilled in at least two types of Haki, and the true leader of the Cross Guild – a crew comparable to an Emperor. Though he once rivaled Shanks, the story hasn’t focused on him as much, suggesting he isn’t as strong. He even seemed hesitant about the Cross Guild challenging Luffy and Blackbeard, implying he recognizes their strength.
Kuzan is the Second-Strongest Member of the Blackbeard Pirates
Kuzan is arguably the most complex villain left in One Piece, and perhaps the entire series. However, despite being incredibly powerful – he ate the Hie Hie no Mi and is skilled in two types of Haki, even reaching the rank of Marine Admiral – he isn’t one of the biggest dangers to the world. He wasn’t strong enough to beat Sakazuki, and even after joining the Blackbeard Pirates, he hasn’t become a major leader.
Kuzan recently defeated his old teacher, Garp, surprisingly easily. Although he doesn’t currently lead a group like other powerful characters, he’s not truly loyal to whoever he’s working for. He seems lost and conflicted, and will likely eventually act on his own goals.
Fleet Admiral Akainu is a Villain Fans Have Waited For Ages to Go Down
The current head of the Marines, Fleet Admiral Akainu, quickly established himself as a major antagonist in One Piece. However, because he hasn’t been very active lately, and the series has introduced many new powers and abilities over the last ten years, it’s becoming harder to see him as Luffy’s ultimate enemy.
Akainu, who possesses the Magu Magu no Mi and is skilled in two forms of Haki, is undoubtedly more powerful than Kuzan and all other current Admirals. However, his relatively simple fighting style and lack of Conqueror’s Haki make him seem less impressive when compared to other major villains. Because of this, many fans doubt Luffy will ever fight him, and instead predict Sabo or Dragon will be his opponent.
Figarland Garling Being Past His Prime Can’t Mean Too Much
Figarland Garling’s true strength is hard to gauge, since he wasn’t as powerful as Rocks D. Xebec in his prime and we haven’t seen him fight currently. Despite this, he’s a highly influential figure as a recent addition to the Five Elders and the leader of God’s Knights. It’s also been established that Imu trusts him more than the other new Elders.
Garling, the father of Shanks and Shamrock, might only exist to support their stories and may not become a central character. Still, his powerful lineage – being the father of two of the world’s strongest fighters – suggests he’s a formidable individual in his own right.
Figarland Shamrock Has to Be On or Near the Power Level of Shanks
It’s becoming increasingly clear that Figarland Shamrock is being positioned as a major villain in One Piece. Introducing a character as important as Shamrock – Shanks’ twin brother and leader of the God Knights – this late in the story suggests he’ll play a significant antagonistic role.
Oda intentionally held Shamrock back during the Elbaf Arc, likely because he’s much stronger than the other giants we’ve seen. It seems Oda is saving Shamrock’s full power for a major fight with Shanks. If Shamrock is as strong as his brother, he’s potentially one of the most powerful characters in One Piece, and very few could defeat him.
Blackbeard is the Most Powerful Mortal Devil Fruit User in One Piece
Marshall D. Teach, widely considered Luffy’s ultimate enemy in One Piece, isn’t currently the strongest villain, but he’s close. Although he doesn’t always fight directly, Blackbeard is a master strategist and possesses powerful abilities.
Blackbeard’s possession of the Yami Yami no Mi and Gura Gura no Mi makes him incredibly powerful, as seen in his recent win against Law. Now that Imu has unexpectedly appeared on Elbaf to confront Luffy, it seems Blackbeard is being positioned as an even bigger danger than the current strongest character in One Piece.
Nerona Imu is the Literal Devil of the One Piece World
Watching the story unfold in the Elbaf Arc, we finally got to see Nerona Imu, who appears to be the world’s true leader, really flex his power – and he’s as incredibly strong as everyone predicted. It seems Imu isn’t just immortal, but a master of all types of Haki, and he also possesses a unique ability called Omen, likely granted by consuming a Devil Fruit.
Recent chapters of the One Piece manga have revealed that Loki, a fighter even more powerful than Big Mom and Kaido, was defeated by Imu. It’s currently unknown how Luffy will get out of his current situation, but judging by Imu’s abilities, Luffy will need to surpass his current strongest form, Gear 5, to succeed.
