
2025 marks a significant year for One Piece, bringing the story closer to its conclusion than ever before. With the manga reaching the climax of the Elbaph Arc and the anime set to take a four-month break before moving to a new seasonal release schedule, Eiichiro Oda’s incredibly popular series is at a pivotal moment.
Considering everything that’s happened, now is a great time to revisit and rank the most powerful characters in One Piece. The recent Elbaph Arc has added some incredibly strong new fighters to the mix, completely changing the established power levels we’ve seen so far.
Kaido Earned the Title of World’s Strongest Creature
Kaido, the main villain in the Wano Country Arc of One Piece, is arguably the most powerful character in the series. Throughout the arc, he single-handedly fights off a massive army, demonstrating why he’s considered one of the strongest pirates – an Emperor of the Sea.
Kaido is unbelievably powerful, thanks to his incredibly strong Devil Fruit ability and skillful use of it. He’s so strong that many characters call him the World’s Strongest Creature. After years as a pirate and several wins against Luffy, it took Luffy unlocking the full potential of a ridiculously powerful Devil Fruit to finally defeat him in the Wano Arc.
Shanks Wields Incredibly Refined Haki
I’ll never forget when Shanks first appeared in One Piece! He and his crew just casually wiped the floor with these mountain bandits who were terrorizing Luffy’s village. It was a seriously cool introduction, but honestly, it barely scratched the surface of how powerful Shanks really is. He’s easily one of the strongest pirates out there, right up there with the biggest names sailing the Grand Line!
Shanks is an incredibly powerful pirate, considered an Emperor of the Sea with superior Haki skills compared to anyone we’ve seen in One Piece. He’s also connected to the powerful Figarland family – his lineage includes a member of the Five Elders. Throughout his career, Shanks has battled formidable opponents like King Harald, Akainu, Blackbeard, and Dracule Mihawk, famously defeating Eustass Kid with an impressive display of Haki.
Blackbeard’s Devil Fruits Make Him a Frightening Threat
Marshall D. Teach, more famously known as Blackbeard, has been a major threat in One Piece ever since his introduction during the Jaya Arc. He’s a ruthless pirate who has gained control of two incredibly powerful Devil Fruits: the Dark-Dark Fruit and Whitebeard’s Tremor-Tremor Fruit. These abilities make him a strong contender to become one of the Four Emperors after the time skip.
It’s difficult to gauge Blackbeard’s true power because most of his major battles – against opponents like Shanks, Ace, Magellan, Marco, and Law – haven’t been shown on screen. Still, with the combined force of his two Devil Fruits – one that cancels out other powers, and another with immense destructive capability – only the very strongest characters in One Piece stand a chance against Marshall D. Teach.
Whitebeard Had a Legit Claim as the Next King of the Pirates
Whitebeard is introduced in One Piece as an elderly man nearing the end of his life. Despite his weakened condition, he bravely battles several of the series’ most powerful characters during the climactic Battle of Marineford. It ultimately takes the combined strength of the Marines and the Blackbeard Pirates to defeat him, and even in death, he maintains his dignified presence.
When he was younger, Edward Newgate – known as Whitebeard – was unbelievably strong. With the power of the Tremor-Tremor Fruit and incredibly potent Haki, he could battle legendary pirates like Rocks D. Xebec and Gol D. Roger and survive, making him one of the most feared and respected figures at sea.
Monkey D. Garp Is the Marines’ Trump Card
Among all the Marines in One Piece, Monkey D. Garp is undoubtedly the strongest physically. This Vice Admiral is a powerful fighter, and even without Devil Fruit powers, he actively seeks out and battles the most dangerous criminals in the series, all despite his age.
Garp recently had a fierce battle with members of Blackbeard’s crew, demonstrating impressive strength reminiscent of his younger days. But thanks to the story revealed in the Elbaph Arc, fans now know about Garp’s fight with Rocks D. Xebec at God Valley, and it showed he was even more powerful in his prime than previously thought.
Gol D. Roger Conquered the Grand Line Thanks to His Immense Strength
The story of One Piece largely unfolds because of the life and actions of Gol D. Roger. As the pirate who discovered the legendary treasure, he inspired Luffy and countless others to become pirates. His immense power played a big role in this, setting the stage for everything that follows.
I’ve always been fascinated by Gol D. Roger. He wasn’t just a pirate; he was the only one who ever truly conquered the Grand Line, and that made him incredibly powerful. But his strength was almost overshadowed by the impact he had on the world. Now, watching Monkey D. Luffy and his crew get closer to finding the One Piece, I have a feeling we’re going to hear a lot more stories about just how legendary Roger really was.
Rocks D. Xebec Was a Pirate Unlike Any Who Came Before Him
Although we’ve only recently learned about Rocks D. Xebec, he’s quickly become one of the most captivating characters in One Piece. As the captain of the formidable Rocks Pirates, he challenged some of the strongest figures in the world, including King Harald, Gol D. Roger, Monkey D. Garp, and even Imu, during their adventures on the Grand Line.

Rocks D. Xebec was already an incredibly strong pirate, but things changed drastically after Imu used their Domi Reversi ability on him. I witnessed firsthand how much of a threat he became – almost like an unstoppable natural disaster. It took the combined might of Garp and Roger, two of the most powerful fighters in the One Piece world, just to take down Imu’s Devil Fruit form at God Valley. So, even though he wasn’t in control of himself, this version of Rocks easily ranks among the strongest characters in the series.
Luffy’s Gear 5 Transformation Has Changed the Landscape of Anime
From the very beginning of One Piece, it was clear Monkey D. Luffy was meant for incredible things, and his recent use of Gear 5 has proven he’s become even more powerful than anyone imagined. Even before unlocking his full potential, Luffy was already incredibly strong, nearing the level of the most powerful pirates. Now that he’s awakened his Devil Fruit, his power is so immense that even the combined might of the Five Elders can’t defeat him.
Luffy’s newly awakened Devil Fruit powers—the Human-Human Fruit, Model: Nika—give him incredibly versatile abilities, limited only by what he can imagine. Without one particular enemy, he’d likely be the strongest character in One Piece. Unfortunately, that opponent possesses an even more extraordinary and powerful skillset.
Imu’s Devilish Powers Have Controlled the World for Centuries
Imu is the most dangerous person in the world, sitting at the very top of the World Government. First appearing during the Reverie Arc in One Piece, recent flashbacks in the Elbaph Arc have finally revealed just how powerful and frightening Imu really is, giving fans a better understanding of the threat they pose.
Imu stands out from most characters in One Piece because their power doesn’t appear to come from a Devil Fruit or Haki. Instead, it seems to come from a completely different, unknown source. This power, along with the Covenants worn by Imu’s followers, can control even the most powerful fighters, like Rocks D. Xebec, turning them into loyal, eternal servants. There’s no sign of any significant weakness in Imu, and given that they likely have even more hidden abilities, they are currently the strongest character in One Piece as of late 2025.
