Liberalio Analysis – Should You Pull?

As sleepy as Frima, but way more devastating.

Overview

  • Powerful B3 Wind DPS. Displaced Scarlet: Black Shadow (SBS) as the best Wind DPS unit with less work needed.
  • Despite this, she is also one of her most powerful allies. The two of them in a single team combine to perform ultimate wind DPS. Iron raids, beware!! (Though they don’t necessarily have to go together in solo raid for the time being)
  • While SBS is the most notable unit that can receive Liberalio’s charge speed buff from S1, there exist other viable options.
  • Against boss units, she will always have a ginormous Attack Damage buff with no conditions, as long as she keeps hitting a boss. Combined with her high base damage from S1 triggers, this gives her good viability outside of Wind-weak.
  • Against normal enemies, she will shoot significantly faster. Considering her incredible default burst gen that still deals big damage from S1, this gives her great utility even in normal maps.
  • One of the strongest screenwipe burst skills in the game.

Should You Pull?

If you have the resources, definitely try to get Liberalio. She’s a fantastic damage dealer. She excels at quickly building up her burst, dealing consistent damage both during and outside of bursts, and generating burst energy in any situation. She’s great for focusing on single targets with her Skill 1 and performs well on campaign maps thanks to her fast firing speed with Skill 2, burst generation with Skill 1, and ability to clear the screen with her burst.

Okay, so Liberalio is seriously strong, especially when fighting enemies weak to Wind. But here’s the thing – she’s going to be competing for the same resources as Nayuta. Honestly, while Liberalio is great, I think Nayuta is just more broadly useful for most players, even if you’ve already got some really good B2 buffers on your team. It’s a tough call, but I usually lean towards Nayuta.

Liberalio is a strong damage dealer, and can be useful in battles where elemental advantages don’t matter. However, Nayuta will primarily be a support character who boosts other units, with some damage dealing ability of her own, making her useful in a wider range of situations. Ultimately, the best choice depends on what a player needs most. If you need another character to boost your team’s damage, Nayuta is the better option. But if you’re really short on strong Wind damage dealers – which is common, as there aren’t many good ones currently – then Liberalio would be the better pick.

I recommend getting both characters if possible. They’ll both be useful for a long time, but in different ways. Nayuta will be a strong support unit for raids, making many of the intercept bosses much easier. Liberalio is currently the best wind damage dealer, surpassing SBS, and when paired with the second-best wind damage dealer, he creates an incredibly powerful combination for tackling content weak to wind.

Okay, so as a fan, here’s how I’m planning my pulls. I’m going to prioritize getting the characters I really need first, and then just hope the free pulls give me what I’m missing. If I absolutely have to spend my hard-earned mileage, I’ll save it for whichever character I’m less focused on and use it on the last day. Honestly, both of these units are amazing, so spending mileage on either one feels worth it. But ideally, I’m hoping to only need to use mileage on one of them, if at all!

Newbie/Incomplete Box Section

Liberalio is a powerful attacker in B3 Wind, known for dealing significant damage and offering some helpful support abilities. While primarily a damage dealer, she quickly builds up burst energy and can significantly reduce the charge time of her B3 allies who have lower attack stats.

A large part of her damage and ability to generate Burst comes from her Skill 1. When fully charged, it hits enemies multiple times. Using Skill 1 while in Full Burst (FB) significantly increases her attack power for a short time, boosting both her Burst damage and the final hit of Skill 1. This final hit greatly speeds up the attack of the ally with the lowest attack power, making it likely that the buff will land on her.

Okay, so with S2, when I hit a boss, I get a huge damage boost – seriously, one of the biggest in the game! And the best part? It basically sticks around forever. Now, if I use it on a regular enemy, it’ll trade that massive damage buff for a quick charge-up, letting me shoot faster during normal stages and build up my burst damage really quickly. It’s a cool trade-off!

Burst is a powerful ability that clears the screen and temporarily increases the character’s attack damage. It’s very effective against normal enemies and provides extra damage when fighting bosses.

Normal Attack Information

Liberalio’s Sniper Rifle charges in 1.5 seconds, just like Alice’s. However, while Alice gets a 350% damage boost when fully charged, Liberalio’s rifle only provides a 250% boost.

Liberalio can’t maintain a full charge while aiming at an enemy. If she’s fully charged while aiming at a valid target, she’ll fire automatically. However, if she’s fully charged while aimed at the background, she won’t fire unless an enemy enters her sights.

Liberalio can’t rapidly fire uncharged or partially charged shots, so you won’t be able to just spam attacks with her. Luckily, her Skill 1 generates so much burst damage that constant auto-firing isn’t necessary. Unlike many SR and RL units, Liberalio fires continuously without automatically reloading between shots – only a full reload will interrupt her stream of fire. This makes her a very easy-to-use and effective SR damage dealer.


Skill 1: Calm Depths

When you enter Full Burst mode, your attack power increases by 160% for 3 seconds.

Landing fully charged attacks on an enemy’s core boosts your attack damage by 20.83% for 60 seconds.

Successfully landing fully charged attacks deals extra damage equal to 40.5% of your final attack power. This effect can happen up to 5 times.

When you enter Full Burst, one ally with the lowest attack power gains a 12.74% increase to their charge speed, based on your own charge speed, for 10 seconds.

When Liberalio enters battle, she significantly boosts her attack power by 160% for 3 seconds. This buff is mainly meant to guarantee her attack is high enough to activate a charge speed boost for another ally, as part of her skill. However, skilled players can also use this temporary attack increase to deal more damage!

If Liberalio successfully hits an enemy’s core with a fully charged attack, she temporarily increases her attack damage for a minute. Repeatedly landing this attack can make the damage boost last indefinitely. However, this buff isn’t as strong as the attack damage increases from her other abilities, so it’s best to think of it as a small added benefit. Liberalio can still deal significant damage even without consistently hitting cores.

Liberalio’s Full Charge attack is incredibly powerful. It doesn’t just hit once, but follows up with five additional hits, each dealing significant damage. Importantly, each of these hits also builds up a large amount of burst meter, making Liberalio the unit that generates burst the fastest. While other characters like Red Hood and Treasure Helm also build burst quickly, they don’t match Liberalio’s combination of high burst generation and strong attack damage.

This example team consists of Liter, Crown, and Liberalio. After defeating a boss in just two turns, the team’s special abilities are fully charged.

When she activates her Full Burst, the three allies with the lowest Attack stat will receive a reduction in their charge time. The skill description is inaccurate – it doesn’t state the correct amount. The actual reduction is (1.5 seconds x 0.1274) = -0.1911 seconds of charge time for each of those allies.

If you’re using a typical Nikke with a 1-second base charge time, this ability is like getting a 19.11% boost to charge speed – a significant improvement. But for Nikkes like SBS, who already charge very quickly (0.3 seconds), subtracting 0.1911 from her charge time is like giving her a massive 63.7% charge speed increase – a total game changer! This is a helpful effect for most SR and Rarity Level (RL) units, but remember it focuses on the Nikke with the lowest attack stat, so keep that in mind.

Rule #1: No off-burst B3 Nikkes

Liberalio focuses her charge speed buff on the B3 Nikke with the lowest attack power during Fever Battle. Because of this, she shouldn’t be used in teams with more than two B3 damage dealers, including herself. Otherwise, the buff will likely go to a B3 Nikke designed for support, not damage, as most attacker Nikkes already boost their own attack during their Burst or Fever Battle, making the buff redundant.

Rule #2: Liberalio can’t benefit from this charge speed buff.

Also, Liberalio can’t benefit from this buff herself due to her S2 skill, Strange Currents. She uses her S1 to give herself a large attack boost, guaranteeing she’ll pass the buff to another unit. However, if Liberalio is newly obtained and the target unit is much stronger—perhaps through merging, upgraded gear, bond levels, or their own abilities—the buff might not transfer as expected.

Liter is trickier to use because her attack boost from her skill and burst works best on Nikkes who already have high base attack power. Keep this in mind when using Liter, particularly with the SBS system.

Rule #3: Do not use Rapi: Red Hood as a B1 with Liberalio. Red Hood is not a true B3.

Rapi: Red Hood is officially categorized as a B3 Nikke, even if you set her position to B1. Because she’s a special ‘All Burst’ type Nikke, she doesn’t function like a typical B3. This causes a problem: when placed at B1, Rapi will receive a buff meant for the ally in that position, but Red Hood won’t get the benefit, which is unfortunate because she really could use it.

Skill 2: Strange Currents

Okay, so here’s how this ability works. Whenever I land a fully charged attack, a couple of things happen. First, I get ‘Raging Current’ which boosts my attack damage by a huge 231% and keeps boosting it as long as it’s active. It also gets rid of ‘Gentle Current’ if I have it. Now, if I hit a ‘Rapture’ that isn’t the stage target with a full charge, I get ‘Gentle Current’ instead. This locks my charge time at just one second, but it cancels out ‘Raging Current’.

But here’s the really cool part: at the start of every battle, I become totally immune to anything that tries to speed up or slow down my charge time, and that immunity cannot be removed. Basically, I control my own charge speed from the get-go!

Liberalio gets a huge attack boost whenever she fights a boss. This boost lasts as long as she continues attacking that boss. However, if she shoots a regular enemy instead, she’ll lose the boost. In boss-only stages, the boost stays active indefinitely since there are no other enemies to shoot.

Okay, so here’s the deal with Liberalio. If I switch her target to a regular enemy instead of an elite, her charge time drops to just one second and she starts attacking way faster. It does mean she loses that extra damage boost, but honestly, she builds up Burst for the whole team so much quicker. It’s a good trade-off! Also, even though she’s firing faster at regular enemies, the game still sees her as a 1.5-second charge Nikke. That’s awesome because any Operator Lens (OL) I have that boosts charge speed gets a 50% bonus when she’s targeting those normal enemies. Basically, it makes those charge speed boosts even more powerful on her!

Important: This weapon requires hitting enemies designated as ‘Raptures’ to enable its special firing mode. Simply hitting Nikkes during Arena battles won’t be enough – Liberalio will still need 1.5 seconds to charge, which limits how quickly she can generate burst damage in player-versus-player combat.

Liberalio’s charge speed can’t be increased or decreased by temporary effects. She ignores buffs and debuffs that alter charge speed, and her Skill 2 will remove any that do try to affect her – which is also why her own Skill 1’s charge speed boost doesn’t work on her. However, lasting charge speed changes, like those from Operators’ skills or the Adjutant Cube, do apply because they can’t be removed by her Skill 2; removing them would cause performance issues.

Discussing Charge Speed thresholds for Auto Play

Without any Charge Speed optimizations, Liberalio typically fires 6 times during each Full Burst. This is calculated by dividing the Full Burst duration (10 seconds) by the time it takes for a single shot to charge (1.5 seconds), which equals approximately 6.67 shots – meaning she completes 6 shots and is more than halfway through charging the 7th.

Calculations suggested a 5% charge rate would allow for a seventh attack within 10 seconds. However, testing revealed this wasn’t quite enough. I was just short by about a fifth of a second. Increasing the charge rate slightly allowed the seventh shot to connect.

We also calculated a 17% charge speed to allow for eight shots within ten seconds. While this proved accurate, we discovered two problems with that calculation.

  • Wanting this much charge speed is a pretty big ask for most people.
  • It doesn’t take into account the 8th shot’s S1 damage portion. Since its damage doesn’t snapshot, the 8th bullet would come through, but the 5 hits from S1 would deal less damage from all the buffs going away.

Proof that S1 hits do not snapshot:

S1 Proc with S1 ATK buff deals 1,991,862

S1 Proc without S1 ATK buff deals 1,180,251

Because it takes about half a second for all of S1’s attacks to reach the target, I figured Liberalio needs at least a 12% charge speed. This ensures he can land at least 7 shots, with all the attacks from that 7th shot registering within the timeframe for a Flashback (FB), even considering some initial delay we saw in testing. A 12% or higher charge speed is easier to reach and more effective than trying for 17% or more.

(1.5 x 0.88 = 1.32s)
9.5/1.32 = 7.19

If you’re planning to use Liberalio’s Auto Play feature, aim for a Charge Speed of at least 12%. While Charge Speed is generally good, 12% is a solid target to maximize powerful attacks with Auto Play.

Burst: Submerged World

Cooldown: 40s

As a fan, I’m really excited about this! It boosts my own damage by 50% for ten seconds, which is awesome. But the best part? It hits all enemies and adds a huge amount of extra damage – 925% of my final attack power! That’s going to be a game-changer.

Her ultimate ability is straightforward compared to her other skills. It significantly boosts her attack damage and deals massive damage – 925% of her final attack – to all enemies. This damage is amplified by buffs from her first and second skills, and any bonuses she receives when entering Fever. It’s effective for quickly clearing groups of enemies in regular levels and dealing a large amount of damage to bosses.

Campaign

Liberalio is a strong choice for campaigns. She excels at quickly dealing large amounts of damage, and her special attack can clear the screen. When a boss appears, she shifts focus from rapid attacks to incredibly powerful single hits to quickly defeat it. Importantly, damaging a boss actually increases the power of her special attack. Beyond that, her regular attacks are exceptionally strong thanks to her built-in buffs, offering a similar benefit to Bunny Milk but without the complicated setup.

As a big DPS player, I’ve noticed most characters start to really struggle when their deficit gets too high – their damage just drops off. But Liberalio is different! She’s got such strong base stats and these amazing self-buffs, plus she’s always creating burst, that she can still be really effective even when things get tough. Unlike most DPS units (except maybe Rapi and Vesti, and a little bit Ein), she doesn’t fall apart with a high deficit – she actually holds up really well!

Arena

Liberalio shows a lot of promise for player-versus-player combat. She has a strong weapon, can quickly deal bursts of damage, and her ultimate attack can hit all enemies simultaneously. However, two things limit her effectiveness: her skill isn’t useful against regular enemies or bosses, meaning she doesn’t get the damage boost or faster attack speed it provides in those situations.

Also, Liberalio’s ultimate ability has a noticeable delay – a little over one second – between when you activate it and when it actually hits. This delay means opponents might be able to block or reduce its impact, even if you react quickly, because it gives them time to use their own powerful abilities. When deciding which team to put Liberalio on, remember this timing issue.

Because of the delay, some players are suggesting she’s more effective as a quick-attack character. While that idea makes sense, I’m not entirely convinced yet. It feels like a waste to use such a strong burst ability against opponents. Maybe my opinion will change as we see more of this character used and fought against in player-versus-player combat.

Special Interception | Union Raid | Solo Raid

Liberalio excels at defeating bosses. Her skills provide a lasting attack damage increase with each hit, combined with strong initial damage, making her a top-tier boss killer, particularly against Wind-type enemies. She’s also effective in general gameplay thanks to her high base damage and self-buffing abilities.

Many players are finding that their SBS unit is much stronger than their Liberalio. This is causing a problem because Liberalio’s special skill relies on the base attack stat of the unit entering the Forgotten Battlefield. If SBS has a higher attack stat, Liberalio ends up buffing itself instead of receiving the intended buff from Liberalio, making the buff ineffective.

Liberalio, when fully enhanced at S1, boasts a 160% Attack bonus, significantly higher than SBS’s 115%. This gives Liberalio a 45% Attack advantage. While it might seem tricky, it’s actually quite manageable to keep Liberalio’s Attack stat higher than SBS’s. You can achieve this by focusing on Attack-boosting options like optimizing your gear (helmet, gloves, and chestplate), leveling up those items, and upgrading Liberalio’s SR doll.

Okay, so here’s a tip I learned: if you’re running SBS, don’t bother using Liter alongside Liberalio. Liberalio boosts everyone’s attack, but it benefits characters with naturally higher attack stats more. Since you’ve probably been leveling up your SBS units for a while, they’ll get way more out of that attack boost than a newly-obtained Liberalio would, so focus on powering up those SBS guys!

Okay, so if you’re struggling to make Liberalio and SBS work together, don’t sweat it. Honestly, Liberalio is a much better Wind damage dealer than SBS. While SBS really needs Alice or Liberalio to shine, Liberalio is flexible and can fit into a lot of other teams just fine. SBS, though? She’s pretty locked into needing Alice. Just keep in mind that if you can get them both working together for the next raid, they’re absolutely amazing, especially when you’re tackling content with just one team.

Here are some other Nikkes who can benefit from Liberalio’s ability to increase charge speed, not just in Wind raids, but in raids with other elements as well, making her potentially very useful.

Maxwell

The remainder of Liberalio’s FB can benefit greatly from Maxwell’s S1 ATK buff when entering FB.

Maiden: Ice Rose

Allows Maiden: Ice Rose to fire off more HP-boosted auto attacks mid-FB.

Bready

This makes Bready attack more quickly while using Distributed Damage mode. It removes the penalty to her own attack speed that ability normally causes. (It’s also worth mentioning that Distributed Damage significantly boosts her attack power.)

Manualing Liberalio

Okay, so I found a trick to get a little more damage out of Liberalio. It needs some quick timing, but it’s worth it. Basically, Liberalio won’t fully charge a shot if she’s aiming at empty space, right? So, I pre-charge a full shot while aiming at the background, then right before I need to fire, I hit Full Burst and quickly aim at the boss. The key is to hold down the fire button – if you let go, she has to start charging all over again, and that ruins the whole thing. It’s a little fiddly, but it boosts my DPS!

This technique lets Liberalio fire up to three shots while benefiting from her significant attack boost, which lasts for three seconds. The first shot is fired immediately when her Full Burst activates, followed by two more within that three-second window.

Increasing how quickly your charge attack recharges will make this strategy more forgiving and help you land more first-hit (S1) attacks within the three-second window of the S1 buff. Because the S1 damage isn’t fixed at the start of the attack, it’s crucial to maximize the damage output with this approach.

Liberalio consistently boosts her attack power whenever she enters Burst Time. She can use this to her advantage every time it happens. Because she’ll likely be the one triggering Burst Time most often, it’s important to keep an eye on how much Burst ammo she has.

To make sure all three attacks get the attack boost from the S1 skill, you need a charge speed of at least 17%.

Liberalio fires shots slowly, taking just under 3 seconds to get off a third shot, as indicated by the fact that their ‘Fireball’ cooldown timer is almost at 7 seconds.

Strengths

  • Ridiculous damage against both regular enemies and bosses alike, especially bosses
  • Big burst gen for the team
  • Powerful screenwipe
  • Charge speed buff is very strong, especially on certain allies (SBS)
  • Charge Speed debuff immunity makes her very effective against certain bosses that massively reduce charge speed (Thermite β)

Weaknesses

  • Gives herself way too much Attack Damage from all her skills, especially S2. It makes a lot of great B2 buffers sub-optimal to use alongside her, since their Attack Damage buff will add with hers and get diluted.
  • Inability to gain Charge Speed buffs means she is entirely reliant on OLs to reach the thresholds she desires.
  • ATK OLs are mandatory if using her for units like SBS or Bready. This point is less relevant if using with other B3 allies.

Okay, so I’m really into snipers, and with this one, you spend a good chunk of time reloading. That’s where Resilience comes in super handy! Everyone talks about the Adjutant Cube for getting faster charge speeds, but honestly? I don’t think it’s worth it right now. It just doesn’t give you enough of a boost, and I’d rather keep rerolling for more direct charge speed stats. Maybe Shift Up will buff it later, fingers crossed, haha!

Doll Priority

Okay, so as a big fan, I’ve learned that getting this character’s Doll maxed out is super important, especially if you’re planning to use her with the ‘SBS’ mechanic. It basically pumps up her base attack, which then makes her first skill’s attack buff even stronger. Plus, it helps with her attack-focused Object Lessons. This all means she’s way more likely to have the highest attack stat on the team. And while it doesn’t impact how often her skill procs, it does give her auto-attacks a little extra damage boost – and those auto-attacks are already really strong against bosses thanks to her second skill!

Burst hurts a lot, especially in normal stages. That being said, the Attack Damage buff it gives is incredibly diluted vs bosses, thanks to her S2. Raising it up to 10 is recommended if planning to use her in regular stages.
