
Eiichiro Oda’s One Piece is rapidly approaching its end, delivering plenty of exciting moments, humor, incredible battles, and huge discoveries. The Final Saga has begun, and while the story is currently showing events from the past in both the manga and anime, Luffy and his crew, the Straw Hats, are nearing their goal: the One Piece. But before they reach it, the future Pirate King will face countless challenges, including rival pirate groups and the Marines.
As One Piece progresses, we’ve met many Marines, with the manga officially naming 32 Vice Admirals. While characters like Garp and Tsuru likely won’t accept promotions from the World Government, others might. With the race to find the One Piece intensifying, many fans predict that at least one of the current Admirals will be replaced soon. This list highlights ten of the strongest candidates who could potentially become Admirals.
Bluegrass Considers Empathy More Important Than Missions
Possibly the oldest Vice Admiral in One Piece, Bluegrass doesn’t allow her age to hold her back. She’s still a powerful fighter, as she recently demonstrated. Unlike some Marines like Fleet Admiral Akainu, who carelessly sends his crew into dangerous situations without a second thought, Bluegrass is fiercely loyal. Even though she’s a high-ranking officer, she consistently works to keep her soldiers safe, even if it means risking her own life.
Bluegrass doesn’t seem to agree with Akainu’s strict idea of Absolute Justice, demonstrated by her willingness to help people even when it doesn’t directly benefit her goals. The high regard Tsuru has for Bluegrass highlights her strong moral compass. Bluegrass is already more powerful than many Vice Admirals in One Piece, and her Ride-Ride Fruit ability – letting her control a Pacifista unit – caused significant damage on Egghead. It’s clear that Bluegrass has earned the right to be promoted to an Admiral position.
Smoker Follows a Respectable Path of Justice and Honor
Despite wanting to capture Luffy for a long time, Smoker is one of the few Marines fans actually like. He was first shown as a Captain during the Loguetown story arc, where he became fixated on the Straw Hat Pirates and has been tracking their journey ever since. Smoker surprisingly offers help to the Straw Hats during the adventures in Arabasta and Punk Hazard, even though he stays somewhat of an opponent throughout.
Smoker first showed his strong moral character at the conclusion of the Arabasta Saga, expressing both frustration and surprise when the World Government falsely presented him as the one who defeated Sir Crocodile. Similar to Monkey D. Garp’s career path, Smoker consistently challenges his commanding officers and declines rewards he feels he doesn’t deserve. However, what truly sets Vice Admiral Smoker apart is his close bond with Tashigi, which highlights how much he cares for those under his command. This relationship demonstrates his dedication to his crew and his values.
Gion Was Once a Genuine Candidate for Admiral
Gion is one of the rare One Piece characters who wasn’t originally created by Eiichiro Oda. She was actually inspired by a fan! In SBS Volume 74, Oda designed this Vice Admiral after a fan suggested the character and even gave her the name Momousagi. He quickly sketched her out, and she was added to the story. While Momousagi/Gion hasn’t had many appearances, her impressive sword skills in One Piece Film: Gold significantly boosted her popularity.
Putting aside how well-liked she is, people realized Gion was a force to be reckoned with – even without a Devil Fruit, she’s strong enough to dominate a battlefield full of pirates. The World Government has been in need of major improvements for centuries, and Gion represents that much-needed change. It’s worth noting that she was once considered to replace Akainu and Aokiji as an Admiral, which suggests the Five Elders may have been looking to meet a gender quota. However, Gion will prove her worth on her own, even if it means waiting until the One Piece is discovered.
Momonga Showcased His Experience Against Boa Hancock
As the leader of the G-1 Marine Base, Momonga appears to be a very capable Vice Admiral. While fans are still figuring out where his allegiances lie, it’s good to see he cares for his troops. He sometimes faces difficult situations, like when his entire platoon was turned to stone despite his warnings – though, to be fair, it’s hard for anyone to resist that. Regardless, this situation showed Momonga’s caring and fatherly attitude towards those under his command.
Momonga is a highly skilled fighter, remarkably able to withstand a lot of Hancock’s overwhelming power of love. Hancock, the Kuja Empress, even praises the Vice Admiral’s battle experience, stating it was the only thing that saved Momonga from being affected by the Love-Love Fruit. After being formally introduced during the Enies Lobby arc, Momonga also made appearances in the Amazon Lily, Impel Down, and Marineford War arcs. These frequent appearances, combined with his demonstrated abilities, have led fans to speculate that he might be promoted to Admiral.
Doll Used to be Jaguar D. Saul’s Subordinate
Vice Admiral Doll, like many high-ranking officers, first came across as cold and uncaring. Viewers were frustrated when she told Helmeppo to calm down after Koby was kidnapped, and also by her own irritation when Garp took matters into his own hands to rescue him. It initially seemed like Doll prioritized villains such as Jaygarcia Saturn over the well-being of her own troops, though this might be due to the fact that One Piece hasn’t fully explored her backstory and motivations.
It’s obvious she’s earned consideration for one of the Admiral positions, largely because of her exceptional power. Doll’s skillful application of Armament Haki and Rokushiki demonstrates she’s a truly dangerous fighter, and her past working relationship with Jaguar D. Saul shows she was trained by a top-tier warrior. Doll really gained prominence during the Egghead arc, even though she couldn’t defeat Jewelry Bonney. However, losing to someone who can even *hurt* an Elder isn’t something to be ashamed of.
Lacroix & Lonz Might Be Valuable as Giant Admirals
Vice Admiral Jaguar D. Saul was among those who initially joined the Marines with good intentions, hoping to improve the world. However, he left his position after witnessing the destruction of Ohara during the Buster Call. At the same time, some other Giants still support the World Government, even going to the extent of shaving their beards to fit in with humans. Lacroix and Lonz are the only two Giant Vice Admirals, and they possess a significantly greater natural strength than those below them.
Lacroix put up a strong fight at Marineford, but was ultimately defeated by Little Oars Jr. Meanwhile, Lonz was overly confident and challenged Whitebeard, which proved to be a fatal mistake. Taking everything into account, Lacroix and Lonz are being considered for the position of Admiral, mainly due to the growing . The World Government clearly wants the Giants as allies, and appointing a Giant Admiral is a good way to encourage more loyalty (or perhaps create some uncertainty).
Hina Is Smart, Kind, and Devastatingly Powerful
Smoker and Hina enlisted in the Marines at the same time, and their bond has remained strong through many challenges, both external and personal. Hina, nicknamed “Black Cage,” holds the rank of Rear Admiral-just below Vice Admiral, but still a highly respected position. Her calm and collected demeanor in any situation makes her a perfect fit to become an Admiral. She’s also very bright and knowledgeable, qualities that are essential for anyone in a leadership role within the Marines.
Hina first appeared during the Arabasta storyline when Smoker asked for her assistance in his investigation. She almost succeeded in capturing the Going Merry by blocking it around Alabasta, but Mr. 2 Bon Kurei cleverly distracted her. Hina has consistently been featured and proven her worth in One Piece, with her most recent appearance being in the Wano Country Saga. If she is promoted to Admiral, it will likely happen after the yet-to-begin Final War.
Bastille Has a Small Shot at Becoming Admiral
Vice Admiral Bastille, nicknamed “Shark Cutter” because of his incredible skill with a sword, first appeared during the Summit War. Like many Admirals, Bastille cares about the well-being of his crew – a key quality for anyone in that position. He’s a very capable fighter, skillfully wielding his Same-kiri Bocho with both power and precision. However, Bastille wasn’t strong enough to defeat Sabo, who easily overcame the Vice Admiral during the events in Dressrosa.
One Piece has seemingly set up a conflict between Bastille and the pirate captain Cavendish, who was important in the Wano arc. This led fans to speculate whether they would eventually team up-unlike Sabo, Cavendish is strong, but probably couldn’t beat Bastille right away. Even though the character isn’t hugely significant to the overall story of One Piece, unexpected events do happen. However, Bastille could become a difficult Admiral if he’s completely committed to Absolute Justice.
Hototogisu’s Views on Life Demonstrates Her Empathy
Vice Admiral Tsuru commands a great deal of respect, so much so that other Vice Admirals, like Hototogisu, serve under her. We don’t know much about her personality, but she’s clearly a strong leader. Although Hototogisu hasn’t yet participated in an actual battle, she showed she cares about the well-being of lower-ranking Marines when she almost attacked Garp. She was angry at the older Vice Admiral for dismissing older people as less valuable, and Hototogisu pointed out that you can’t measure life’s worth with a simple scale.
Garp’s viewpoint isn’t simply about age; he feels the same way about the Five Elders, who have held power for hundreds of years. However, Hototogisu’s statement is also crucial when deciding who should be the next Admiral. Anyone who values lives differently shouldn’t be in a position of power within the Marines, regardless of their justifications. Unfortunately, Hototogisu hasn’t been seen since the events at Dressrosa, and her later appearances weren’t considered official canon.
Koby Deserves to Become the Fleet Admiral of the Marines
I still remember when Koby first appeared in One Piece! He was such a shy and scared guy, just accepting his fate as a servant on Alvida’s ship. But watching his journey has been incredible – he’s really grown into one of the rare Marines with a heart as genuine and kind as Luffy’s. It’s been amazing to see his transformation!
Even though he understood the risks, Koby courageously halted Akainu’s destructive actions at Marineford with a powerful speech. Afterwards, when the Blackbeard Pirates captured Koby, Garp immediately went to save his “cherished student.” Even then, Koby proved his strength, unleashing a Haki-enhanced attack against the pirates that was so formidable, even Luffy would likely have to evade it. Koby is still working on self-acceptance-and the instant he truly values himself, he has the potential to become an exceptional Admiral candidate, perhaps even Fleet Admiral.
