Elliot explains to Randall that Joe appears to be trying to make amends for the problems he created, not only for his own sake but also for his brothers. This complicates Joe’s narrative and motivations significantly. Caught between the criminal underworld and law enforcement, Joe finds himself in a precarious position, one that could have far-reaching consequences within the Stabler family.

Similarly to Elliot’s undercover role within The Brotherhood during season 2, this revelation served as a clever twist for the audience before the full picture was unveiled.

Unlike Elliot’s deep dive into The Brotherhood’s criminal activities, Joe’s involvement is less clear, made more mysterious by his apologetic call to Elliot at the end of episode 8. Given that Joe joined Emery as early as 2020 after their chance meeting in Kabul, it’s possible that Emery may test Joe’s loyalty towards him and the organization. This could potentially put the other Stabler brothers in harm’s way.

With the Camorra in disarray and The Collective dissolved, it seems appropriate that Redcoat makes a comeback for the last two episodes since Joe is back in New York.

In a period when the Stabler clan seemed to be at their wit’s end, bearing any additional sorrow or calamity, it seems unfathomable that Joe’s narrative would conclude differently in Law & Order: Organized Crime. It appears as though Joe’s fate in this series was already scripted, a self-sacrifice to restore order one final time for both his family and himself.
