Yet, she didn’t approve of his methods. In her view, Joe overstepped boundaries when he took the law into his own hands – an action he indeed undertook. She believes that justice should be served fairly, through legal means such as an arrest and a trial. It’s not personal dislike towards Joe, but rather a strong commitment to upholding the law above all else, given her role as a federal agent.

Agent Sylvia Washington may appear strict in adhering to the law, but that doesn’t make her insensitive or cold-hearted. In fact, she deeply comprehends the immense sorrow and separation Joe and Emma have endured due to their loss, a pain that could potentially last forever. It takes an inhumane being not to feel for them at such a level, and it’s evident that Agent Washington does. Despite her commitment to her duties, she remains a person who can identify the redeemable qualities in others, even while enforcing justice, although her beliefs may differ from their actions.

It’s plausible that Emma’s claim about Agent Washington, suggesting she joined their community solely for her personal ambition and not caring for them, hit a nerve with the agent. Since she hasn’t achieved success on a professional front, she might as well score a victory in her personal life, which is why she extends the gesture of the tape to Joe. She won’t be pursuing justice for what he did to B.J. Vines, but perhaps she can assist him in avoiding similar actions in the future.

Why Joe Kept Replaying Emma’s Mention Of Forgiveness On The Tape At The End Of Dark Winds Season 3

Despite The Evidence To The Contrary, Joe Has Not Yet Given Up Hope

Listening to Emma’s recording, particularly where she expresses her desire to forgive him, is a pivotal moment because it symbolizes something significant. In the very words Emma speaks on the tape, Joe has been submerged in grief to the point of ceasing to live and ignore the positivity still present in his life through her and their marriage. He had also lost hope.
