In the ninja world, the kage is the most important figure in any village – they’re the leader and responsible for protecting everyone. When we first meet Naruto Uzumaki, the wise Hiruzen Sarutobi is the leader of the Hidden Leaf Village. After his death, the village had to choose a new Hokage, which led to a special ceremony to decide who would lead them next.
Becoming a Kage or Hokage isn’t easy, and not every skilled ninja achieves that rank. Sometimes they lack the necessary power or abilities, or another ninja proves slightly better. Interestingly, some characters even decline the position of Hokage, preferring a less demanding life. The ninjas on this list were likely capable of becoming Hokage, but either chose not to pursue it or fell just short.
Jiraiya was considered for Hokage three times due to his incredible strength and deep understanding. As one of the legendary Sannin and a teacher to many powerful ninja, he was highly respected throughout the village and by its leaders. He ultimately proved he had the selfless nature and leadership skills needed for the position, thanks to his extensive network of spies and his commitment to secretly protecting the Leaf Village.
He wasn’t just physically strong; he was a natural leader who could guide the village through constant conflict. He understood the long-term consequences of their endless battles and wanted to stop the generations of hatred within the ninja world. His inspiring nature, especially his impact on Naruto and Minato, demonstrated the charisma and compassion of a true Hokage.
Jiraiya was an incredibly skilled strategist and a battle-hardened veteran, with experience few could match. He was a master of many techniques, from Sage Mode to powerful sealing jutsu, allowing him to protect the village from nearly any danger and defeat enemies swiftly. Though he valued his independence, Jiraiya had a strong sense of duty and would have led with both power and compassion if he’d chosen to govern.
Itachi Uchiha Possessed Absolute Strength And Analytic Prowess
Even as a young ninja, Itachi Uchiha showed the intelligence and thoughtful nature of a village leader. He had an incredibly strong will and valued the safety of his village above all else, even his own family and what others thought of him. He was willing to make incredibly difficult sacrifices – including preventing a devastating civil war – proving he had the strength and resolve of a true leader.
Itachi was an incredibly skilled strategist and fighter, almost impossible to defeat. He could eliminate dangers while keeping harm to others to a minimum. Thanks to his unique abilities, like the Mangekyo Sharingan, and his brilliant mind, he had the potential to safeguard the Hidden Leaf Village from both trouble within and attacks from outside. He was exceptionally good at seeing through lies and planning for the future, which would have made him an incredibly effective leader.
If Itachi had been allowed to lead openly, he would have been a compassionate and peace-focused leader. Having experienced the devastation of war firsthand, he dreamed of a world where children wouldn’t have to fight. His quiet dedication, working behind the scenes, hints at the exceptional leader he would have been. Ultimately, it was revealed that everything he did was to protect his brother and their village.
Shikamaru Nara Is The Leaf Village’s Smartest Kage
Shikamaru Nara is known throughout the Hidden Leaf Village as a genius strategist, with an incredibly high IQ that lets him think many steps ahead. Although he wasn’t initially interested in becoming powerful, often preferring to relax, Shikamaru developed a strong sense of duty and became a key advisor to several Hokage. He uses his logic and planning skills to keep the village safe and thriving, even without relying on brute force.
He’s a powerful defender thanks to his skill with the Shadow Possession Jutsu and his smart strategies. He focuses on getting the job done effectively and keeping his teammates safe. While others might depend on brute force or intimidation, he’s a master of making the most of what he has, turning even hopeless situations into wins for the village.
I’m a huge fan of Shikamaru, and to me, he really embodies the future of the ninja world. We’re moving away from just raw power and into an age where strategy and diplomacy are key, and he gets that. He just understands how all the different ninja villages relate to each other, and he’s got the cool head to deal with all the tricky political stuff. When Naruto was away, seeing him step up as a temporary Hokage really showed everyone that his calm thinking and smarts are exactly what Konoha needs to face the challenges of today. It’s not just about fighting anymore, and Shikamaru understands that perfectly.
Dan Kato’s Potential Was Recognized By Tsunade
Dan Kato dreamed of becoming Hokage, not for personal glory, but to protect others from the pain of losing loved ones. He strongly believed his village should be a peaceful haven, free from the threat of war. His inspiring vision deeply influenced Tsunade and ultimately helped shape her path to becoming a leader.
I’ve always been fascinated by Dan! He was way ahead of his time, proposing this incredible idea of having a medic ninja in every four-person team – it just made so much sense for boosting everyone’s survival chances. It really showed he had the vision to not only improve our defenses but also build up the whole village. And his Spirit Transformation Technique? Seriously powerful stuff! He could take out threats from miles away and keep us safe from the inside out. He was a true innovator and a lifesaver.
He was a kind and just person, a true leader who always pointed people in the right direction. He uniquely balanced the harsh realities of being a ninja with a deep caring for his friends – a quality usually only seen in Hokages. If he had lived, his smart strategies and compassionate nature would have made him a highly respected Hokage.
Orochimaru Could Have Led A Different Life As Hokage
Before he became consumed by his quest for eternal life, Orochimaru was considered the most promising successor to the Third Hokage. He was renowned for his incredible talent and was a celebrated hero, famous throughout the Land of Fire for his contributions to past wars. His realistic understanding of the ninja world gave him a practical approach to leadership that many admired.
Orochimaru’s intelligence and skill with ninjutsu could have brought incredible progress and innovation to the Hidden Leaf Village. He was uniquely able to study opponents’ attacks and create defenses against them, making the village nearly impossible to invade. Had he dedicated himself to the village’s well-being, his scientific approach could have completely changed the way of life for all shinobi.
Orochimaru possessed the qualities of a natural leader, inspiring both respect and fear in other nations. This would have likely deterred many conflicts, as his strategic mind and intimidating presence were formidable. Unlike some potential leaders, he wasn’t naive and could make tough decisions necessary for the village’s safety. Though he ultimately strayed from the path, he initially showed the potential to be a Hokage as powerful as he was effective.
